We all need to realize this. Id be surprised if one anywhere in the world had not Experienced odd weather.  
In your experience what have you personally noticed..

I see this.. 
I have also noticed that some people use this as a condescending tactic, hence &quot;Are you AWARE&quot;?.... Big pause and stair... 
In fact Noam Chomsky used this on one of his videos to explain something to a student.. The student stuttered in response to his assertion. Weather Noam was aware he had done this or not is another question.  
However used in the way you suggest is obviously more effective without the attempt to make ones self feel big and powerful.

I have found people with less feeling and a more robotic attitude to life practice these words and actions in a way of, confusing the words and actions with their own emotions.. The outcome is them often looking the part of an ass and at worst the unaware operating on a sense of fear.
Its a real problem when this wonderful teaching falls in the hands of delegate twits rather than those who are paid for a talent isn&#039;t it.</description>
